GSTN Form ENR-03 for E-Way Bill

The Goods and Services Tax Network (GSTN) has launched a new feature in the E-Way Bill (EWB) system through Form ENR-03, effective from February 11, 2025. This update allows unregistered dealers involved in the movement of goods to generate E-Way Bills by enrolling on the EWB portal and obtaining a unique Enrolment ID. This ID will serve as an alternative to the Supplier GSTIN or Recipient GSTIN for generating e-Way Bills.

Unregistered Persons (URPs) can now enrol via Form ENR-03 through the “Registration” tab on the EWB portal. The enrolment process requires the applicant to select their State, enter PAN details for verification, choose the enrolment type, and provide an address and mobile number, with OTP verification for the mobile number. After creating a username and password, the system will generate a 15-character Enrolment ID, which can be used instead of a GSTIN for E-Way Bill generation. Once enrolled, URPs can log in to the portal, select the ‘Generate New’ option, and use the Enrolment ID as either the Supplier or Recipient to complete the E-Way Bill process.
